Vermont - AHS/DVHA Communication - Additional Clarification

As a result of inquiries on the most recent communication, here is some further clarification:

Using today's technology and service oriented architecture, Vermont is proceeding with releasing a series of Requests for Proposals (RFP) in an organized and sequential manner to address business and programmatic needs.   These RFPs will focus on the procurement of services for vendors to build on the State's infrastructure and create shared services that will be utilized in a modular, interoperable, and reusable configuration to meet the needs of what were traditionally stand-alone systems solutions (e.g., MMIS or E&E). 

This transformational concept removes the classic "silo'd" approach to building and operating State systems.  For example, part of MITA 3.0 details aspects of member management needs that exist in MMIS but also extend to HIX and E&E. We have not yet completed the requirements design phase and made a decision in this case, but using this example, the State could be looking for Member Management services that can be utilized for "MMIS", "HIX" and/or "E&E" needs in subsequent RFPs.
