Quick update on Vermont's Medicaid Enterprise

Good evening everyone.

Hoping you and your families are all well. It's been a while and we have missed the interaction without having MESC, ISM, HIE, and other Seminars and Conferences.

Vermont continues to make progress while working remotely - this is a short summary of what's happening with our Medicaid Enterprise.

• On the MMIS side of things - we have Certified 3 modules!  Pharmacy Benefits Management (PBM) (03/2018), Care Management (10/2019), and Provider Management Module (PMM)  (02/2020).  We are in the midst of executing a contract for a Technical Assistance (TA) vendor to provide procurement assistance with their first effort focused on our DVHA Medicaid Data Warehouse and Analytic Solution (DMDWAS).   We anticipate this RFP to be posted shortly after the first of the year.  After that we’ll engage with the vendor to work on Operations Management (core claims) procurement.

• On the IE&E side of things – we have been actively adding functionality to help improve the member’s experience with efforts around portal accessibility, document uploader functionality, and premium processing. We are engaged in activities to improve MABD functions and working towards Integration Partner procurement to address case management needs. The previously mentioned TA vendor will assist with that too.

• We also continue to work with our HIE Team around the HIE integration with MMIS and steps to address CMS/ONC interoperability requirements.

Be safe and be well.
Stay hydrated in this heat.

Thanks.

Vermont MMIS Update for 2019 MESC

Good afternoon.

With the 2019 Medicaid Enterprise System Conference (MESC) kicking off, the State of Vermont is sending this communication as we have in other years, to maximize the opportunities at MESC, to further build relationships, gain additional information, and increase awareness about industry standards, best practices, and lessons learned.

Focusing on enhancing business processes and leveraging new and innovative technologies, Vermont continues to move forward with transforming its Medicaid Enterprise and serving Vermonters in the most time efficient, secure and integrated manner. Following Centers for Medicare and Medicaid Services (CMS) guidance, the MMIS Program continues to make progress on modular implementation efforts. The Pharmacy Benefit Management (PBM) module was certified by CMS in March 2018. The Care Management module recently completed CMS Certification R3 milestone review. The Provider Management Module (PMM) went live May 1, 2019 and we anticipate an R3 near the end of this calendar year. Vermont is in the early stages of executing on our Electronic Visit Verification (EVV) solution.
Vermont staff will follow its yearly efforts of visiting every booth at MESC, though we wanted to communicate where we are focusing our primary attentions – Technical Assistance (TA) and Data Warehousing/Analytic Tools. Coming soon for Vermont’s MMIS Program – which are critical foundational aspects before the State can address Operations Management – are the following:
• Releasing by the end of the year, a Request for Proposals (RFP) for TA vendor to support procurement activities for the MMIS Program
• One of the first key efforts for this TA vendor will be supporting Vermont with its procurement of a Medicaid Data Warehouse (MDW) and associated Analytic Tools. Anticipation of the MDW RFP to be released in 2020

Vermont staff attending MESC include the following:

We look forward to engaging attendees and discussing your creative visions and new ideas as we continue the build out of our Medicaid Enterprise. We are looking for partners that are innovators and visionaries and who have a desire to “roll up the sleeves” and work together on the abundance of great changes going on in Vermont. Vermont continues to work closely with CMS and other States on a variety of issues and levels. As identified in CMS’ Seven Standards and Conditions, we desire solutions, services and components that are flexible, scalable and can be leveraged/shared across boundaries.

We look forward to our interaction next week. Safe travels and see you in Chicago.
Thank you,
Joe
