Vermont MMIS Update for 2019 MESC


Good afternoon.

With the 2019 Medicaid Enterprise System Conference (MESC) kicking off, the State of Vermont is sending this communication as we have in other years, to maximize the opportunities at MESC, to further build relationships, gain additional information, and increase awareness about industry standards, best practices, and lessons learned.

Focusing on enhancing business processes and leveraging new and innovative technologies, Vermont continues to move forward with transforming its Medicaid Enterprise and serving Vermonters in the most time efficient, secure and integrated manner. Following Centers for Medicare and Medicaid Services (CMS) guidance, the MMIS Program continues to make progress on modular implementation efforts. The Pharmacy Benefit Management (PBM) module was certified by CMS in March 2018. The Care Management module recently completed CMS Certification R3 milestone review. The Provider Management Module (PMM) went live May 1, 2019 and we anticipate an R3 near the end of this calendar year. Vermont is in the early stages of executing on our Electronic Visit Verification (EVV) solution.
Vermont staff will follow its yearly efforts of visiting every booth at MESC, though we wanted to communicate where we are focusing our primary attentions – Technical Assistance (TA) and Data Warehousing/Analytic Tools. Coming soon for Vermont’s MMIS Program – which are critical foundational aspects before the State can address Operations Management – are the following:
• Releasing by the end of the year, a Request for Proposals (RFP) for TA vendor to support procurement activities for the MMIS Program
• One of the first key efforts for this TA vendor will be supporting Vermont with its procurement of a Medicaid Data Warehouse (MDW) and associated Analytic Tools. Anticipation of the MDW RFP to be released in 2020
